Having studied harmony and composition at the Paris Conservatoire, Mouquet won the Grand Prix de Rome in 1896 for his cantata 'Mèlusine' and other prestigious prizes for composition in 1905 and 1907. He was appointed Professor of Harmony at the Paris Conservatoire in 1913 where he wrote a 'Complementary Harmony Course'.

Nothing of Mouquet's seems to have been published before he was well into his thirties and, besides at least two oratorios, the handful of his published works are mostly for accompanied solo woodwind. Of these, the best known is 'La Flute de Pan' Op.15 for flute and orchestra and also for flute and piano, both versions dated 1904. It is Late Romantic music which describes aspects of the mythological Greek god Pan - his association with nature and wild places but also with sheep, shepherd(esses) and fertility. Each of the three movements is headed with lines extolling Pan's virtues by poets or philosophers from as early as c.620 BC, and the composition alternates dances with languorous, sensual music.
