Having studied under Sir Granville Bantock, Clarence Raybould was the first person to receive a Bachelor of Music degree from Birmingham University, in 1912. He went on to tour Britain and overseas as pianist and accompanist and was music adviser to the Columbia Gramophone Company between 1927 and 1931. His conducting career included directing the Senior Orchestra of the Royal Academy of Music and the post of assistant conductor of the BBC Symphony Orchestra from 1939 to 1945. Six years later, Raybould conducted the London Symphony Orchestra in their first concert at the recently opened Royal Festival Hall and, as a champion of contemporary British music, he was one of six British musicians to visit the USSR in 1956 as part of a freer cultural exchange which came about after the death of Stalin.

Raybould does not seem to have been very active as a composer and 'The Wistful Shepherd' is apparently the only accompanied solo wind piece he wrote. It is in the "best light music tradition", not particularly rustic but certainly wistful. The copyright date is 1939 and it was first recorded in 1942 with Reginald Kell as soloist.
